[All Civilians in the affected City are advised to seek shelter immediately and not to cooperate with the unknown occupiers, unless health risks, such as hostage situations and preventable mass murder, are a potential.]
[All Civilians in the 150 km Red Zone are to evacuate. Take essential supplies for three days, such as food, water, medical supplies and identification papers. Use only one vehicle and follow local evacuation routes marked by local authorities. If you don't any available vehicles to escape, reach closure at your nearby police, EMS or Fire Department station for shelter, but do not block current rescue efforts if underway.]
[To all reservists of Tier 1 to 5 are to be mobilized to the nearest military outpost. Any soldiers and reservists inside the occupied city are to assimiliate with local authorities and enact an asymmetrical warfare, hindering efforts of further hostile expansion. Mobilized military forces are already underway and will reach your destination in the following day.]

Gunfire can be heard throughout the city. Buses are overturned, trains are blocked by derailed trains, Emergency services are either stretched thin or hiding to avoid being caught in the crossfire. Panicked civilians try to flee the city, only to find that all roads leading up the Mosel and both directions of the Rhine have been blocked. During the night, the Imperial forces moved quickly, shooting up what they thought was the "militia barracks" (it was the police station, which was closed during the night) and occupying the fortress on the hill. They tore down the flag, a tricolor (black-red-gold), and began to cut off all communications in and out of the city.
Though some of them didn't realise that blocking a train track with purely a tank, without occupying the Train Dispatcher Building, thus no pre-warning for the cargo and passenger trains, led to a bizarre situation where a train full of highly flammable fuel and ethanol, crashed into a medium tank, derailed and went up into flames. The massive detonation woke up many people and the fire fighters and EMS were dispatched, though they were stopped by the Imperials by being fired at.
Nearby towns and villages were notified of the hostile takeover by their co-workers, or by desperate 911 calls from people who managed to get through. Some radio and Internet towers were destroyed by the Imps to buy time. The main police station, the local courthouse, the fire station, and the train stations were occupied, with the hospitals still being debated as to whether to occupy them, as they wanted to gain leverage with the civilians and not further alienate the local population. Public buildings have their gunshots/fire alarms blaring nonstop, annoying the Imperial Guards and platoons stationed inside, but they can't turn them off. The engineers aren't skilled enough.
