A: I couldn't think of a better place than the bathroom. It's the place least likely to get repurposed as a sales centre or a storage closet (RIP printer room!) And it has these convenient drawers! And I know for a fact that the janitors don't clean them out because someone has been hiding nice 2-ply TP in the drawer of the first bathroom for a while now! (I had planned to use that bathroom instead of this one, but that one had the good TP in it.I haven't used it, though. It feels wrong to use it)
C: I understand how whoever hid it felt. I've been bringing in my own dish soap, Nespresso pods, etc because the company seems to be skimping on supplies. And I won't use it either. Just like I don't use the adaptors with the stickers.
