IT TOOK THE DEATH OF HUNDREDS OF CHILDREN FOR THE CAPITOL TO FALL. Katniss lost her sister in an explosion that took out thousands of people trying to get into Snow's mansion per his request. They captured the President and took over the city. The Capitol was now under the control of District 13.

A lot of medics were lost in the explosion as well, but the ones that were left took care of Lexa. They got her the proper medicine and care and did her surgery correctly that time. Once she was healthy and they got everything under control, which was about a week later, Coin called a meeting with all of the remaining Victors.

"I have invited you all here for several reasons, but first, I have an announcement," the woman informed them as they all sat around a circular table. They were in the President's mansion, and it made Isla uncomfortable. She kept thinking about the evil meetings that Snow had hosted in that room. "I have taken the burden and the honor of declaring myself interim president of Panem."

"Interim? Exactly how long is that interim?" Lexa questioned with raised eyebrows. Everyone else was curious as well, and some of them looked unhappy with the decision that she had made herself. They could've had some kind of vote or something, but she just appointed herself President.

"We have no way of knowing for certain. But it's clear that people are far too emotional right now to make a rational decision. We'll plan an election when the time is right. But I have called you here for a far more important vote. A symbolic vote." This worried Isla. "This afternoon, we will execute Snow. Hundreds of his accomplices also await their deaths. Capitol officials, peacekeepers, torturers, gamemakers. But the danger is, once we begin, the rebels will not stop calling for retribution. Thirst for blood is a difficult urge to satisfy. So I offer an alternative plan. A majority of six may approve it. I will include myself in the vote to make it even. No one may abstain. The proposal is this. In lieu of these barbaric executions, we hold a symbolic Hunger Games."

Johanna shook her head, and Lexa could not tell if she thought the idea was ridiculous or amazing. It could go either way with her because she was so bipolar. The Mason woman asked, "You wanna have another Hunger Games with the Capitol's children?"
