So far after the whole incident of the USJ some of the people were scared of who they saw as some were angry at Izumi and the others for what they did as they got the whole truth as they said that Izuku was a villain with the quirk as they all saw that after hearing that the universal quirk as they all wide eyed that they are fucked.

With the corruption they were all scared of what's to happen as they don't know what happened and trying to figure out. One of the women was looking for the switch as she ran into someone who was her execution along with the rest soon after he turned the lights back on as they all saw him as they freaked out that the person who was at the USJ was there in front of them.
