CFO is made of cheaper material than the CEO. While this gives him lesser health, this is easily traded for higher speed as it is lighter and he has special stats, something the CEO does not even have.

Ability:

Security Alert

Upon entering the battle causes the Goon Swarm terrain effect. The Goon Swarm Terrain Effect deals 20 damage to all opponents. This Terrain deals physical damage right before the CFO if turn based otherwise, its an outnumbered fight for the opponents. This deals +10 damage for each sixth of his health lost and ends when he dies/knocked out. This continuously summons Goons, a physical entity thus cannot be disabled by any Terrain disabling moves like Simple Domain or Domain Amplification.

Moveset:

Zap Rays

A special electric move. The CFO calls in Ray Cannons from above to deal damage on all enemies from below which also paralyzes on hit but temporarily disables the Magnetic Field terrain effect for one turn. Deals 50% more damage if enemy is soaked.

Upon activation summons Magnet Cranes around the field, creating the Magnetic Field which disables the use of held items, metallic firearms or weapons or even from the enemy attacking if they are made of steel themselves though this does not affect the Goon Swarm. Using this again deactivates the terrain. This terrain is susceptible to getting disabled by Domain Amplification and Simple Domain. This is normally used by Toons to damage him but there are no Toons so its used to his advantage instead.

Protects himself from physical attacks stuns and reduces the damage from Special Attacks by 10% with a Vault helmet

Protects himself from physical attacks stuns and reduces the damage from Special Attacks by 10% with a Vault helmet. This automatically activates if a steel move is used while he isnt stunned and deactivates if a steel move is used at his armored state again.

Swipe

A physical normal move. Deals damage which is increased by 50% if their speed is lower than his.


Strengths:

Unlike the CEO, he has higher speed and special stats which are even higher than all of Alastor's forms.

Does not have to rely on forms to get stronger

Has access to two terrain effects from his ability and move.

Goon Swarm can't be cancelled through normal means.

Has a good crowd control move with a guaranteed paralysis effect.

Has a balanced combat style from disabling and damaging terrain effects, picking off key targets, direct crowd control and defense.

Has higher health than most of the Mephisto Nine, even though he has less health than the CEO, 1500 is still a pretty large health pool


Weaknesses:

General:

No forms or phases mean he does not have a way to boost his own stats

His best damaging move, the Zap Rays disable the effects of Magnetic Field while its being activated, allowing a few ambushes to be caused in the duration

Zap Rays is guaranteed to paralyze but its not a Sure-Hit, it can be evaded by the main target and miss the whole thing since it uses crowd control via chained lightning.

Magnetic Field is still affected by Terrain disables like Domain Amplification and Simple Domain and if possible, Lapse Blue, Reversal Red and Hollow Purple.

Is vulnerable to burst damage

Against the Duo and Business:

Alastor has access to status and high damage moves like Shadow Terrain and Toxicity to chip off large chunks of health in an instant. The CFO also has no means to damage through his Anatomy so he can win in against him in a fight alone or outnumbered.

Mystery Ninja has stealth to keep him guessing and high burst capability to counter his high health, especially if he uses Oil Cloud's focused form to rain while also disabling the use of Zap Ray, his only crowd control move and is also the only way to cancel the Goon Swarm terrain effect other than knocking him out. Also, his armor is not magnetic and does not even need metals to burst him out.

CEO if pissed off could attack him, if he is low at health thanks to his originally low speed then he could knock him out in an instant and is immune to Zap Rays thanks to Oily Steel but he can also simply use Pink Slips to fire him.

What If weaknesses:

Sukuna can disable Magnetic Field with Domain Amplification and his stats prove he can't be Swiped. He can protect himself from Zap Rays with Hollow Wicker Basket and Special Attacks are still most effective since its his lowest stat so best moves are Malevolent Shrine+Divine Flame


Special Notes:

He along with Doma are the only ones in the story to not have any forms, styles or phases at all. 

He is the second largest of the Mephisto Nine with the CEO being the largest.

He along with Acronix are the only ones in the story with access to more than one terrain effect with the CFO having Goon Swarm and Magnetic Field.
