We last read Chapter 20, in which the driver of the middle SUV—who ended up being the sole survivor of the failed second chase to apprehend the illegal alien Isabela Acosta a.k.a. Archwave—solemnly reports back to his superior, Special Agent Warren Schaefer, who initially greets him with courtesy but quickly fades to anger after he realizes that the second chase has also been unsuccessful. He then doubles down on how he genuinely thought disguising multiple FBI agents as terrorists and sending them to attack the Lumen Field stadium—killing numerous innocent civilians in the process—just to lure Isabela out into the open the first time was the right thing to do; that he was "protecting" the country from illegal evildoers like Isabela and others.....despite Isabela having a very good reason for coming to America unauthorized. He goes on to admonish the driver when the latter tries to stand up against him, stating that he thought he would be able to handle the job of defending America, but that he now knows that the driver is supposedly nothing more than a "cowardly weasel".
Their back-and-forth disagreement soon comes to a decisive head when the now-emboldened SUV driver tears into Schaefer for his increasing heartlessness in his methods of dealing with Isabela, as well as his increasingly obvious xenophobia and anti-migrant bias; he even resolves to report Schaefer to the FBI director for his recent actions. However, Schaefer quickly takes out a loaded handgun from beneath his desk and outright kills the SUV driver with a shot straight to the forehead before he can do anything, all while casually holding a phone call with another agent whom he orders to prepare his "reserved regiment", stating that it's time for him to deal with the "alien invasion" himself.
This time, Special Agent Warren Schaefer and his loyalists begin putting their highly unscrupulous plan into action.....

-Mayor of Seattle's Residence, Seattle, Washington-
At a humble house along a beach in the city of Seattle, Washington, the Mayor of Seattle was sound asleep in his first floor bedroom due to the rather late hour.....and he was having a rather interesting dream indeed.

He was sitting in his office within the Seattle City Hall, typing away at his desktop computer while he drafted a few iterations for the city's budget and brainstormed some ideas for new projects. In the midst of his work session, however, one of his advisors momentarily popped into his office and handed him a certain piece of paper.
"I stopped by the local Publix and picked up a lottery ticket for you, sir," the advisor alerted. "As per your request, I have not scratched off anything on it yet; I wish for you and I to share the victory—or defeat—together."
"Well, now.....thank you!" the Mayor of Seattle said cheerfully as he received the lottery ticket from his advisor's right hand, at which point the advisor proceeded to remain by his superior's side as the latter pulled out an old coin from one of the drawers in his desk. "Now, for the moment of truth!"
The mayor then scratched the covering off of all the concealed squares.....and, much to his and his advisor's elation, all of them matched the pre-determined set of winning numbers.
Immediately, the office erupted into a jubilant celebration despite there only being two people in it.
"WOOHOO!" the Mayor exclaimed with glee. "I won! I won! It's time to boogie! Yeah! Yeah! Yeah! Yeah!"
The advisor took out a party blower from his back pocket—which he had reserved for the off-chance that the Mayor won—and blew into it, making the familiar honking noise as the streamer stretched out.
