SUMMARY: Prince Charming and Snow had two children. Emma, the savior,  the one who was supposed to defeat the evil Queen, break the curse that the evil Queen would place on her parents and their friends.  And Evan, Emma's twin brother.  He was a surprise. They hadn't known that they would be having twins. And, Runplestilskin didn't mention anything about twins, through his obsession of Emma.
Still the chamber could only take one. 
The blue fairy casted a temporary spell. One that made the twins conjoined, and sent them through the chamber together. The spell wore off once they were in the world that they were supposed to be.
The twins had been separated.
And so Evan was out into the foster-care system,  without his sister. And as the years went by, with no one wanting to foster, much less adopt the boy, his feeling of loneliness and feeling unwanted continued. Until a shadow came to him, after he snuck out after curfew. And took him to a land, that seemed to be fun. But, he wasn't able to leave the island.
One day, Pan comes to him, saying how his parents are on the island. But, not more him, for a boy who wasn't their son.

⁷︎: David and Mary paying for a room at the inn, for Evan to stay in, because he don't want to live with them

⁹︎: Evan goes up to David first, at Granny's dinner, asking what was good to eat

¹︎⁰︎:  "we though you were still in the other world. And we couldn't leave this town. We tried. We were looking for a way to find you." David explaining to Evan. That he and Mary wanted him, but had to send him away, and thought that he and Emma would stay together, so, they would both return to them.

¹︎¹︎:  Evan and David bond before he bonds with Mary.
