The Commander's POV
Wilbur's parents had to go. That's just how it is. It was a hard choice to kill those she used to be friends with... but it was necessary.
They couldn't be happy and free with their child, living double lives... it was treason.
She let them leave the agency, it was a foolish decision. She thought that maybe, just maybe, they would discover life doing work outside the agency's walls is too difficult. Instead they had a child and were going to be a happy family.
Over time... she grew more jealous. How come they got to have a child? It's something she never got the chance to have, and not because she killed her husband...
They tried for a long time to have a child before finding out it would be very difficult for her to do so. Her husband gave up on it completely after learning it may never be a possibility.
So hearing from her past friends years later that they had a child... it made her heart hurt.
Her feelings messed with her thoughts and she was certain they had to go, they didn't deserve the life they had.
Once you're a part of this agency it is supposed to stay with you forever. She has sacrificed so much for the good of the agency over the years, and Wilbur's parents didn't do a thing to deserve their happiness.
So one night... she'd had enough.
It was daylight, and the kid was at school. Originally she was going to have their son killed too, but she spared him.
She ordered her guards to kill the traitors, she didn't do it herself... it was cowardly that she didn't.
It wasn't long before she got the message:
"It's done."
The thing she never expected was what happened next, some ten year old kid finds his way to the entrance of the agency and gets inside with his parents' IDs
It was a mistake letting the kid live, but she dealt with that mistake. She trained him herself so that he could join the agency, taking him in as her own, treating him like her favorite.
But every move he makes reminds her of what she had done to his parents. And now he is following that same path they took.
Escape won't be possible, she will do whatever she has to do to keep him here.
If he fails her, history will just have to repeat itself.

Sometimes she dreams about her husband. He was a good man, a very good man. She regrets that kill.
He could have surrendered. If he had surrendered and let her lead the agency he wouldn't be dead right now. She wouldn't have had to do it. But he refused, he looked her right in the eyes as she raised the gun to his head and shot.
It was relieving to talk about what she did boldly to somebody.
Quackity won't be around for much longer though, she has all the cards played exactly right.
She always has everything working in her favor, and what she wants is that assassin dead by Wilbur's own hands.
She knows she can manipulate Wilbur well, she's the closest thing he still has to a mother, he will listen to her... especially because of how good the fabricated information is.
One thing isn't a lie though, Quackity's agency is actually affiliated with the mafia, they go behind their own assassins' backs to send supplies and support to the enemy in exchange for greater funding.
She's surprised how stupid that assassin got the second he fell for Wilbur. It's funny that he didn't ever think that he shouldn't talk about escaping, even on missions the operators can hear every word said.
He's too confident, she hates that confidence because it makes it impossible to manipulate him. But... it also will let him down.
