After All Might's rejection Izuku becomes depressed, seeing her only child loose the light in their eyes broke something inside Inko Midoriya and so she decides to move away from Japan.
The two end up in Los Angeles where Inko soon realises that she has underestimated the US economy and she and Izuku end up in a small apartment in one of the rougher parts of town.
To make some money and to help his mother, Izuku begins to tinker and creates custom made Gadgets.
That is how the Strategic Dispatch Network became aware of him and soon Izuku will find himself as a Different Kind of Hero.
