The reason why Latvia performs so poorly at work is because of his alcoholic tendencies. He wouldn't dare to drink on the job (unless it's absolutely necessary, he says), but he's usually just in a hangover. When it isn't because of the alcohol, Raivis will just continue to act the way it was before because he knows that everyone (Russia, Estonia, Lithuania) is aware of how he usually works (badly, that is) and he's too awkward to resort to his actual way of working when he isn't in a hangover.
