When creating a romance setting it is completely up to you what you want to create but it:
1)It has to make sense.
2)It can be creative on however you want it to be.
3)It can have impact on characters.
4)The characters must interact with the world they are in.
The Setting is completely up to you in any story but it has to fit in with the genre that you have chose.
