After the issues with the police were resolved, Tony and Ziva had officially re-adopted Sam and Cassie. The police agreed that where the girls were living before was unsuitable.
The next step was to get Mr. Pillar arrested for child abuse; however, there wasn't "enough evidence" that he was the one who did it, so he got to walk free. Sam wasn't happy about this, neither was Cassie.

"That's bullcrap!" Sam yelled as they drove home from the courthouse."Language," tony chided, which earned an eye roll from Sam. "We're all upset Sam. Its not right or fair to you and your sister."
"I'm scared." Cassie wiped a tear from her cheek. She was always the calmer emotional twin. "He is walking free and he doesn't have anything. He's dangerous."
Ziva reached back from the front seat and took Cassie's hand. "You do not need to worry, girls. You're going to live with me for a couple days and then we're all going to find a place together. Tony and I will protect you."
Cassie nodded and looked back out the window. Sam wasn't as accepting. She glared for a minute at nothing and then resorted to glaring out the window.

A couple days after staying with Ziva while Tony found a place for them to live, their father contacted them so that they could get all their stuff. He said he packed it all up nice and tidy, and would meet them somewhere, but he wanted to girls to be there.
Tony drove by to pick up the girls to meet mr. Pillar. He told ziva that he'd take care of it. Sam and Cassie sat in the back, anxiety nipping at their minds.
"What if he tries to hurt us?" Cassie asked.
"Don't worry. I'll be there," Tony assured. "He wouldn't try something like that."
Cassie still felt unsure. She looked at Sam and squeezed her hand. Sam gave a reassuring look, although she herself didn't know how they'd get through today. She watched her sister look away. Sam had already started biting her nails, something she only did when nervous.
They arrived in a shopping plaza parking lot. Mr. Pillar was already there in his pickup truck. He sat on the back, waiting for them. Tony and the girls got out. Cassie put her arm through Tony's for protection. Sam stood next to Cassie.
Tony could feel Cassie physically shaking, and he was pretty sure he saw the same in Sam. They were terrified...
"Girls," Mr. Pillar said with an acknowledging nod. He turned to his truck and revealed two big black garbage bags. He held one out, "Samantha..."
Sam glanced at Tony, then crept forward to grab her bag from Mr. Pillar. She dragged it backwards, never taking an eye off of him. Mr. Pillar pulled out the second trash bag. "Cassandra..."
Cassie followed her sister's lead and stepped up to grab the bag, trying to look brave. When she grabbed the garbage bag, mr. Pillar reached around forcefully and grabbed her wrist tight. Cassie instantly squirmed and squealed slightly. He leaned up close to her ear.
"I found your secret laptop..." Cassie shivered as he spoke. "Believe me, I will get revenge."
Tony and Sam came to Cassie's rescue. Sam pulled Cassie back while Tony put a forcible hand on Mr. Pillar's arm. "You even touch my daughter again, I'll make sure you go to jail."
Sam held her sister close, protectively. She glared at mr. Pillar as Cassie looked, horrified, at him. Mr. Pillar shrugged off Tony and slammed his truck bed closed, then hopped in and sped off.
Tony loaded up the bags of their belongings. The ride home was even quieter than the ride there. Cassie stared out her window the whole time, wondering what he meant by revenge. Tony kept glancing back at sam cautiously. He didn't like the way she didn't trust him. She hadn't touched him at all. Cassie had at least hugged him and ziva. Sam on the other hand talked to them as little as possible.
When they got back to Ziva's, the girls went through their stuff and made sure it was all there, while Tony talked to Ziva about what happened.

"I don't like that man," ziva told tony. "I have no idea why the courts would let such a nauseous man walk free."
Tony sighed and sat next to Ziva on the bed. "I'm also worried about Sam... is it me or does she seem to be having a harder time adjusting than cassie?"
"I've noticed it too," ziva admitted. "But they heal at different stages. I guess it just takes longer for Sam."
"I know, and I want to help her. But I dent want to push her either.."
"Well, all I know is that they don't need to see that man again. That was the very last Meeting I'll allow."
