Ahahah! The first criminal couple I'm mentioning! Just seeing a charming bad boy and an enchanting bad girl together is enough to make this ship sail. I love Neo! Her graceful fighting style and silent mocking makes her awesome!

I think this ship may be canon behind scenes. I'm kind of confident that this actually happened. Take a look at the chemistry from this angle, Roman's talking was more focused on messing up the world and it didn't require him mentioning his relationship with her to other people (like duh, RWBY isn't romance, only Jaune talks about love here).

Meanwhile, Neopolitan is very quite....How can she mention her love for him when she can't even say it? She expresses how much she cares for him however through actions, by protecting him many times.

Roman's alliance with Cinder and her minions doesn't bode too well because the lack of trust present at both sides. Roman is depressed and frustrated because they refuse to share information with him. Therefore, Neo is his most trusted companion and Roman knows this. She sticks with him for as long as she could and until she couldn't.

When Neo was blown away by the wind, Roman shouts her name. His charming demeanor fades as an enraged Roman shows no mercy for a thirteen year old Ruby. Also, he reveals his anger for the world (how it took Neo away from him for example XD).
