PROLOGUE:
The Quarter Quell is an event every 25 Hunger Games that allows the game makers to add a twist in the games. The first Quell had no reaping, instead having the districts vote for their representatives. The second Quell had twice as many tributes, and the third had the victors of former Games.
But what would have happened if the rebellion had failed? If District Twelve had been annihilated, and Katniss executed? Or better, what if Katniss, Peeta and those other characters had not existed? And what if the characters of Rise of the Brave Tangled Frozen Dragons are to be part of the fifth Quell (125th Hunger Games)? What if these people would start a new rebellion? And what if Elsa, the snow queen, is the leader of this rebellion?
