I totally ship this sksksk-
Looking at both Scarlet and Burn's personalities, I see more than a few similarities. First of all, although they aren't used with the exact same words, both are more or less described to be cruel. They are also both described to be loving of bloodshed and death, something they both heavily display throughout the series.
But, just like everyone, they bear their resemblances and their differences. However, I think they handle one another's flaws well.
Oasis said herself that if you give Burn something weird to look at, she'll disappear in her room for days, a clear indicator she would appreciate something like... I don't know... an alligator with bat wings stitched onto its back, so it kinda sorta looks like a dragon? Yeah, ring a bell?
To me, I think it's quite interesting to see a vicious queen who watches dragons get killed for "thrilling" fun give her ally a present. Maybe it could've been excused as a way to maintain peace between them, and to hold the alliance. However, I don't think that it would be necessary for the SkyWings to give a present to give a gift to hold an alliance.
Let me go further into detail; Princess Burn has two rivals for the throne, one isn't smart nor very strong, but she has a great alliance with both the IceWings and most of the SandWings, as was pointed out by Starflight in the first book. Her second rival is an insanely smart devil that may or may not have been plotting to somehow rule all seven tribes, to once again quote Starflight.
Even though Burn has her muscular and intimidating figure, she obviously couldn't beat an army of IceWings and most of the SandWings, nor her evil, conniving snake for a sister. So, even more obviously, the only way to beat both of them is by an alliance. She depends on both the MudWings and SkyWings to win her this war. If they suddenly decided not to cooperate with her, she wouldn't stand a CHANCE.
So. Really, to keep their alliance and make sure they don't randomly up and decide to leave (unlikely, but Scarlet's not the most predictable dragon), it's BURN who should be giving SCARLET a present, but that's not what occurred. Instead, without disgust or any sort of vile expression, Queen Scarlet of the SkyWings handed Princess Burn of the SandWings a present the orange-scaled dragon somehow knew Burn would like.
Not only is Queen Scarlet giving her ally a present when they should be playing opposite roles, but Scarlet knew what Burn liked. I mean, most of Pyrrhia knows that she was... scary, but probably not many besides the royal family and those who were close to the royal family knew about Burn's odd obsession with these... things. Who were close.
I'm guessing that Scarlet must've been at least more than on civil terms with Burn if she knew what she would like. Also, they act like they're friends - Burn "gracing" everyone with her presence when she showed up on Scarlet's hatching day, or her birthday in our terms. I think that goes at least to friendship rather than alliance, but then again, Scarlet treats her hatching day very specially, so there's a possibility Burn only attended so Scarlet didn't get offended, and therefore shattering their friendship and possibly their alliance.
But still. From the information I've gathered so far, I deem it likely that they formed a bond a little closer than friendship.
But of course, it doesn't end there. I didn't forget what Burn did; locking up poor Queen Scarlet in her dungeon. Well, I don't really have anything to say on that one; perhaps Burn was telling the truth, locking her away to prevent anyone else from killing her. (I also really want to believe that Princess Burn was simply so scared to let Scarlet die that she had a jolt of overprotectiveness and decided that locking her ally up was the best solution to keep her safe and sound) Or maybe she was scared that she was falling in love with her ally and decided to distance herself from her ally by locking the queen up, purposefully resulting in Scarlet hating her.
