The only reason why Bakuboi bullies Midoriya is because Bakuboi is jealous of Midoriya's intelligence and analytical skills when it comes to quirks and all, while Bakuboi is just a ball of anger. That's also probably why Bakuboi burned Midoriya's book, since he was that jealous.
