(President Paylor's POV)

I turn the TV off and turn my head in the direction of the frame that holds a photo of the Mockingjay and I in it, it was actually a very sad day for me, the day Katniss Everdeen, soon to be Mellark handed me her pin stepping down from being Panem's hero and protector.

I now lay in bed, next to my sleeping husband thinking of the interview I just watched, where a very young and beautiful girl sat there declaring her want to continuing her mothers' legacy. Does she really want to, I know I'd want her to, the Mockingjay's legacy means a great deal to me as well, I also don't want it to die locked away in a cupboard. I decide to clear my thoughts and try to get some sleep but, no matter how hard I try, I can't seem to find it, in the end, even though my clock reads two-twenty five in the morning I find myself walking towards my office.

I sit behind my desk staring at the blank piece of paper in front of me, pen in hand trying to figure out what to write. How do I tell a seventeen year old that I want her to continue her mothers' legacy? After a while I decide to just sit back in my chair and allow myself to think, seconds turn to minutes, minutes turns to hours before I finally figure something out.

I pick up my pen and begin to write.

Dear Miss Mellark,

Your recent interview with Caesar Flickerman has put me in a difficult yet exciting decision. Your mother happens to be and still is Panem's hero, not only that she is my inspiration. When I discovered that she wanted to step down from being the Mockingjay I was saddened but happy for her as she was finally getting the life she deserved. She lost a great deal in order to protect and save this country and for that I am forever grateful and endeavoured to her.

Like I have stated, your recent interview has put me in a difficult situation, how might you ask, because I would love nothing more than to make you Panem's next Mockingjay but in order to do so there is a series of steps that must be taken, starting with your parents' consent.

If your parents give me their consent I will personally come to collect you from district twelve and bring you back to my home where my children and husband look forward to meeting you and where you will be welcomed as our guest. During your stay we will attend many meetings and conferences along with training to make sure all of Panem hears your voice. Further steps shall be taken once these steps have been accomplished.

I've always wondered if any of the Mockingjay's children would spark the fire again and continue the beautiful birds name and now, I have a chance. Your parents saved our country Iris, the least I could do is give one of their daughters what they want and as I can tell, you are already working on it. The T.A.F Miss Mellark, now that is impressive.

I seal the envelope shut and write the Mellark's address on the back, I turn of the light and make my way back to my bed, where I finally find some sleep.

I pray to the stars that night, hoping that the young girl I just saw on TV, becomes Panem's next Mockingjay.
