Cleo Rousseau was a rookie CIA operative who got in the way of an unsanctioned IMF mission to capture Owen Davain, an elusive arms and information broker. The cost: he escaped custody and took Ethan Hunt's wife captive. It was her fault, Cleo knew that, so she went rogue to help Ethan and his team save Julia and take out Davain. Five years later, after being subsequently fired and taking Ethan's advice to join IMF, Cleo is a field agent and part-time instructor. While on a solo reconnaissance mission in Russia, she accepted another mission to help a team en route to her safe house; among them were two familiar faces: Ethan and Benji Dunn, a techie analyst she trained for the field exam. Four years after that, she reluctantly teamed up with Ethan once again to prove the existence of and bring down The Syndicate, nearly losing Benji in the process.

Whether it was subduing Davain, Cobalt or The Syndicate – it seemed that life would always put Cleo in the path of Ethan and Benji. Twelve years of her life spent on missions with them, befriending them and loving them, in different ways. When a mission ends badly, the world is once again faced with the dire consequence of all-out nuclear war. As it was his failure, Ethan takes it upon himself to fulfill his original briefing, with the help of his faithful friends, while the CIA begins to question his loyalty and motives. Among the most vocal of these critics is Cleo's former associate and operative, August Walker. Its a race against time as they find themselves hunted by assassins and former allies all while trying to prevent yet another global catastrophe.
