Provisional Licenses PT.2

Time seemed to slow. Hikari watched as figures emerged from the gaping hole in the wall about a mile from the first aid station. When the pro hero Gang Orca, also known as Kugo Sakamata, emerged from the hole along with many masked people, Hikari knew instantly the test was not just a rescue.

The first test was making us utilize offensive abilities and this second part is about defensive capabilities...smart. Hikari's eyes quickly flickered upwards, towards the stands. Multiple men in black observed the students with clipboards. I've underperformed so far. This is my chance to show off what I've got. I may not get another.

"Tell me, wannabe heroes." Kugo spoke. "Can you rescue people and fight at the same time?"

The masked people that were all dressed the same began to run across the ground.

"Terrorists have appeared and are beginning to sweep the area. Hero candidates at the scene should continue their rescue efforts while also suppressing the newly-arrived villains." Mera informed.

Kugo began walking forward as a seemingly infinite wave of terrorists scattered about. "Now. How will you react? Will you fight or protect? Help, or run away? What would a hero do?"

Hikari clenched her fists and stood right in front of the first aid station. Crowd control. It's what I do best. And now that I can control my light with the mirrors, I don't have to risk blinding allies or bystanders. Thank you, Mei. Hikari banged her gauntlets against each other, activating the mirrors. They slipped out from their sheaths, attached by metal arms, and extended until they rested on her finger tips. Small ring-like bands wrapped around parts of her fingers to secure them in place. She begun to train her Quirk into her hands and feet, readying it to be released.

"Get everyone to safety!" Shindo shouted, running past Izuku. "Get them as far away from the villains as possible! I'll start hammering away at the henchmen at one second intervals."

Hikari ran towards him. "Allow me to help! Mind if I use you as a spring?" She grinned and jumped, landing on his back as he knelt down, and shoved off. The jets in her boots and the wings both activated, sending her soaring into the air. Shindo's Quirk broke the ground in a contained earthquake. Hikari held her hands out in front of her and aimed a beam of light at a couple terrorists that dodged the quake. A loud ring caught her attention. Kugo put his head near Shindo and used a soundwave to stun him at point blank range. The student fell backwards limply."

"A single rear guard to hold us back?" Kugo scoffed. "You've underestimated me."

Has he not...seen me? Hikari blinked, hovering in the air.

Kugo leaned over to use his ultrasonic wave again, but it was countered by large amounts of ice. Shoto had appeared and used his ice to freeze orca's men to the ground. The blackette took advantage of this and landed on one man's shoulders. The heat from her jets was hot and blowing fast enough to catch his outfit on fire. Hikari swung her leg around and used the metal part of her boot to slam another man in the jaw. Careful not to let her heat melt the ice, she incapacitated them one by one. Occasionally, when one looked like they were about to break free, Hikari used the ice to her advantage. She refracted her light to blind the escapee and ran over to knock him out. She picked them off one by one as Shoto used his ice to distract Kugo until a shout caught her attention.

"I'm gonna blow you evildoers away!" Inasa's wind shattered the ice and knocked a few men from their feet. It slammed into the airborne Hikari, making her cuss loudly as she rocketed to the ground with a painful thud.

"A second villain attack! Man, they really pulled out all the stops for us, didn't they?"

While there was a moment of glaring between the three sides (Shoto, Inasa and the orca crew), Hikari used the chance to get to her feet. A sharp pain thrummed her back but she managed to brush it off for the time being. I'll have to stay on the ground as long as Inasa's Quirk is in use... she clenched her teeth. She watched as Inasa and Shoto reared up for an attack. Shoto's flames spiraled towards Kugo, but at the last moment, Inasa's wind blew it away. They cancelled each other out, leaving the orca crew and Hikari puzzled as to what they were trying to accomplish.
