Since one thing was solved the political strife of who will be the Crown prince's regent in case the King doesn't make it back were in discussion so the nation was unstable and they used the excuse of a possible invasion to hatsen the process.
As argued the Queen was still young it should be either Royal mother or the Queen dowager.
Rather than what was going on Yoo hwa was more worried about if his Majesty never makes it back to her, she debated many times on joining the Commander on his search but all eyes were on her at the moment and she was convinced otherwise by General Moon Jae shik who decided to join in his search to Northern Wei but it was still not known to everyone the General was alive.
Yoo hwa on her usual schedule of visiting his Majesty's chamber to remeinsce about the past or sometimes shed a few fears found a letter written by his Majesty as a will before he left, it was a will to pass the throne to his elder brother Prince Moon Jae Shik in case he never returns and also as a last order from a King to pass on a policy that lets the King choose anyone as his successor for the next fifteen years, as the General wasn't his blood brother and as some may argue 'a real Prince'.This also was to give the General enough time to have his own children and place them on the throne in case he feels not the need to place Prince Young Soo as the Crown Prince.
Yoo hwa sent for the immediate return of the General from his travel but decided to tear the King's will to a half, it was safer to only let the Court know about the Policy of the King's succession because she longed and hoped for the King's return.
The Court naturally demanded for the rest of the will, but Yoo hwa stood to her feet to only reveal it if they agree on the Policy and since it was an order from his Majesty they eventually complied, the Officials also knew the nation was too unstable to waste another day on the issue of the King's succession but everyone was anxious as to who the King gave the throne besides his brothers and the supposed Crown prince, but it wasn't so hard to have a guess either, to their knowledge it had to be between the General or his Child his highness Young soo.
