Mike and Ike were not there to win. They weren't even there to compete. No, they were their for something else entirely. They were preparing the biggest prank they had in years. And all but one person was in on it.
The plan was to have their operative partner distract their partner long enough to keep them in the maze and have them constantly pass and miss the exit. Once everyone else was out, phase two would begin.
Mike and Ike got the signal from Finch when the final group had gotten out, and the twins set to work. They slipped into scarecrow costumes and looked surprisingly similar to the eerie scarecrow earlier in the maze, (they had come the week before to scope the place out and after seeing the scarecrow modeled their disguises after it), and got into place at the very edge of the exit corn.
They sent a message to the operative who was with the target, and the plan was set for phase three.
