In an alternate universe... Sky Tate and the rest of B Squad decide to retire from active Ranger duties and become teachers in SPD, causing Cruger to test the current C Squad and see if he could promote them into the new B Squad. Since the beginning...
Heroes... that's what they were. That's what they'd been since the beginning when Zordon chose the original 5... the Power Rangers. However... a prophecy came to Zordon before Rita Repulsa had been released from her space dumpster... an great evil was coming... and there would be one... a being made up of energy of the morphing grid, who would stop the defeat the great evil.
When Zordon chose Jason Lee Scott as the leader of the Power Rangers and the Red Ranger, Zordon had believed that Jason was prehaps, the chosen one. As fantastic as a Ranger as Jason was... it wasn't the case... but prehaps....
Once a puppet of Rita Repulsa, now a hero that works to make up for his past misdeeds, Tommy Oliver commanded great power as the Green Ranger. Maybe HE had been the chosen one. With this in mind... Zordon wanted to prepare Tommy for the evil that was to come... and he made him the most powerful ranger after Tommy lost the use of his Green Ranger powers. Tommy returned as the White Ranger and leader of the Power Rangers, something Jason, who had been the leader for a long time took with a surprising amount of maturity... even giving Tommy leadership advice and guiding him through the role. Maybe, Jason felt it too... his time as a ranger was coming to an end... and he needed Tommy to be ready for anything.
However, years past and Tommy had been the Red Turbo Ranger at this point... and the evil had not arrived... Tommy gave his up powers and retired....maybe Tommy had found the chosen one, Zordon thought.
Knowledge of the prophecy was passed down between Ranger mentors throughout the generations... and while the great evil never arrived... various evil forces still did... and the various Ranger teams fought valiently to stop them. Even if the prophecy never came to pass... Zordon's intention of leaving earth with a squad that represented hope never faded... as each and ever Ranger team that formed after his death had been great heroes of history.
SPD... an organization of intergalactic police officers was most known for it's B Squad. After the SPD A Squad disappeared (and was convinced to join Grumm), the backup squad took over as the protectors of Earth... and they succeeded through lots of hard work and perseverance, even defeating the traitorous A Squad. Their Red Ranger and leader, Jack Landors retired from SPD soon afterwards.
With the Power Rangers focused on the aftermath of the Troobian attacks, Jason Lee Scott, former Power Ranger was raising his nephew, Luke Scott, whose parents had died in one of the Troobian attacks. Jason and Luke loved to spar, as Jason had pushed Luke to go beyond his limits as a martial artist and as a person. Luke figured he was lucky... sure Jason was his only family... but it was a damn good one.
Luke grew up with a guy named Chris Johnson. Chris' father worked in SPD during the Troobian attacks, tasked with keeping the Command Center computers up and running. Luke and Chris were best friends.... and Chris had a dream... of one day being the Red Ranger of SPD. Luke smiled, it was a cool dream.
Everything changed when Jason Lee Scott disappeared... leaving behind only his old defunct power coin that he had once used to morph as the original Mighty Morphin' Red Ranger. Signs of a struggle was everywhere. The house was a mess, there was blood on the walls... what had happened here. Luke waited and waited... and waited. Jason... wasn't coming home... someone had taken him.
Luke volunteered at Jack Landors and Ally Samuel's homeless shelter... and he never imagined having to stay there himself... or he did for a time... before Jack gave him a new place to live with him and Ally.. Jack didn't want to see a good kid in the streets.
Luke had powers since he was a kid... he controlled air... even able to transform his body into air... the wind was his ally... but... he could also recharge dead morphers.... and when he discovered this...

After 2 years of operating as the Lone Ranger. "Are you sure you want to retire from active duty and become instructors?" Doggie Cruger asked in shock as his B Squad, led by Sky Tate voiced their desire to move on and teach the next generation.
"Yes. We each feel that it's time for the next generation of Rangers to take over... there are no remnant left of the Troobian forces, thanks in parts to us and in part to the Lone Ranger... and a new era is about to begin." Sky explained.
"We've seen the C Squad cadets train... they're ready." Z added. Cruger nodded.
"They have yet to have a 6th member... their Ranger team is sure to be incomplete. [Will be explained in the first actual chapter]" Cruger said.
"Do you have a plan to solve that issue?" Bridge asked as he started thinking of building a robotic ranger. Cruger nodded.
"I do have one idea in mind... I have been keeping a close eye on him... in case it's safer to bring him in instead of letting him operate outside SPD.... I think it's time to meet this Lone Ranger.... but first, I would like to thank you all for your amazing service as Rangers... may your students be guided by the wisdom you've gained in the many years we've shared as a team." Cruger said. The Rangers saluted.
"We should visit Jack and tell him too... he was one of us, once upon a time." Z suggested.
"He still is one of us... maybe not as a Ranger, but as a member of our family." Cruger replied. The rangers nodded in agreement. Sky smiled as he thought of the old days with Jack... he had been a stuck up, by the books ranger... Jack's more loose interpretations of the rules, and yet good heart had been good for Sky to be around.... while they were rangers Sky had grown to respect Jack... and when he retired, he realized he missed Jack... he had become a brother to him. A somewhat difficult to deal with brother at times... but a brother none the less.
"Time to bring the C Squad in." Cruger told himself... thus... our tale begins.
