In the last six years Sam worked with prime escorts....
It had strictly been kill or get killed policy

Sam even though, she was not particularly close with any of the other special agents she could tell how they someone vanish into thin air

With the rate at which they recruit new helpless, lost and desperate young adults off the streets... Prime escorts could be crawling with hundreds of trained professional murderers but somehow they have been certain rules and regulations guiding the agents at Prime escorts especially the special agent

Which is why every agent is subjected to a microchip and they are able to track them down and find them easily

Several agents have tried to run away but most failed because many of them don't even realized that they are being tracked and before they know it someone is already assigned to clean them up.

And the way the system works, special agents are registered under code numbers....

Sam was able to understand more about it when she asked Simon to hack into the Prime's satellite and he was able to decipher some of the  encrypted files

Her code number was C19,it was registered the same day she was adducted and her medical records shows she suffered major insomnia and drug abuse

Out of the hundred plus names in the list over 80 of them were already canceled and that was around the first time sam was sent to the same rehab centre as Simon.

In the space of two years.... They have been 36 new special agent and 43 dead agents ..... It doesn't take a rocket scientist to know that once you have been made a special agent. You have automatically signed your death wish.

So it actually depends on whether or your services is still valuable or not before they decide to write you off
Some of the agents don't even make it past the first mission. Some are sent on suicide mission where it is next to impossible for them to survive

Now in a situation where the special agent decides not to complete a particular mission or held back from the already dictated order

Such an agent is sentenced to the 'kill or get killed' law and that's just puts that agent on the bounty lists even after the agent decides to redeem himself after the set time elapses.

The No Mercy!  Law is applied
Apparently any agent that defies direct order at the set time gets crucified regardless of how he or she tries to redo the mistakes.

Is just the way it is

Sam reminded herself as she stares at her reflection in the small toilet mirror after a couple hours since she received the kill order from Quincy

She definitely didn't see that one coming......

The point of all this was to finally put this killing badge down and never have to hurt anyone ever again

She said to herself for the hundredth time

She took a deep breath and stepped out of the bathroom

And paced around her small room
What even makes it worse is that he is right there in the next room, probably passed out and enjoying his night sleep like every normal person.

It could have just been easy for her to go in there and finish him without any problem

But this is not just any normal mission
Although she has promised herself that she wasn't going to take any  innocent life,
And definitely not that of Harvey.
The last six weeks with him may have been provocative but he has given her no reason to hate him and definitely not enough to make him an easy target
