Meanwhile, at Zootopia City Hall, in the mayor's office, Mayor Swinton, a female pig in fancy clothes, sat at her desk. As Mayor Of Zootopia, she was often busy with taking care of many issues regarding the city.

Mayor Swinton had her secretary, Dawn Bellwether, a smart, kind and diligent, female sheep that helped her with a lot of her work. Dawn was just as busy as Swinton was, so she also didn't have much time for any leisure and she only got 6 days of vacation time each year.
Anyway, while Swinton was the Mayor Of Zootopia and she was looked up to by all the prey mammals and was a well-respected figure, it was a different story for the preds. Swinton was hated by all the predator mammals because she did nothing to help them or improve their living conditions and treatment by the prey mammals.
The preds' anger and hatred of her was justified as unknown to all of Zootopia, Mayor Swinton's true colors were much more sinister. It turns out that underneath Swinton's friendly facade and personality, she was actually very cruel, selfish and perhaps even evil!
Why? Because like all the other prey mammals, Swinton hated predator mammals too!
Ever since she had become mayor, she had secretly done everything in her power to hurt and ruin the lives of the preds! Under her leadership, the lives of all the preds hadn't just remained the same and not had gotten any better, but they had only gotten worse!
Swinton enjoyed seeing the preds suffer and if it was in her power, she would've had each and every one of them wiped off the face of the world! But as powerful as she was as mayor, even Swinton couldn't do that and she had to keep her true motives a secret or she could run into some trouble!
Swinton usually got along well with the other prey mammals, but there were some that she didn't like. Those were the prey mammals that were against the mistreatment and abuse that the preds constantly faced and the Tame Collars.
Swinton was glad those prey mammals were only a small minority here and there. There was not nearly enough of them protesting or signing petitions to pressure and force her or the Zootopian Government to make things better for the preds.
However, there was one particular prey mammal that Swinton really hated. That was her secretary, Dawn Bellwether!
