This is just common sense. I shouldn't even have to explain.
In fact, I won't.

Over is more aesthetically pleasing. I mean, look at the way that hangs. Gorgeous.
Over makes it easier to find the end.
Furthermore, it's more sanitary, primarily because you touch less of the roll and are less likely to touch the bathroom wall when the toilet paper is hung over. Apparently, there's even research to back this up. It's discussed in this article (See the link below. Or not. It's your ass.)
So, to reduce the amount of pathogens you pick up and put down by what I'm totally guessing is about 12%, please, hang your toilet paper over.
