"No! I demand to know where the fuck she is! You promised me she'd be safe!! You promised!!" Harley slammed her fists against Rick Flagg's chest, hysterically screaming and demanding the whereabouts of her daughter, Lucy.
Rick remained calm, knowing where Harley was coming from. She might have had villainous intent but she was still here, helping their side. Their cause. And at the end of the day, she was a mother who had done everything she could to keep her daughter safe.
Rick gripped at her wrists and made her look into his eyes. "Listen to me, Harley, I swear to you we will get her back. Safe and sound."
Harley's eyes filled with tears at this proclamation. The emotion inside was far greater than she had ever felt. She hadn't felt a love for anyone like she felt for her daughter, not even the clown. It was overwhelming and it fucked her up in the most beautiful way. She nodded, wiping away her tears and standing down.
Waller watched from the corner of her eyes, feeling Harley's anguish but simultaneously keeping her emotions at bay. She was in charge of this operation, there was absolutely no way she would be compromising any of this by letting her maternal instincts take over.
The rest of the kids were safe and that was the focus for now. She just had to keep them that way.
"What's our next move?" Flagg asked.
Waller held up a small object in her hand. Walking closer, the rest of the squad observed the tiny little square.
"A...microchip?" Harley asked.
"This was discovered near the scene. Oddly enough, Mr. Cobblepot was the one to hand this over to me." Waller explained.
"You're kidding," Harley asked, astonished. "The Penguin?"
"It's beyond me too, trust me. But when the bad guys are willing to work with the government...what does that say about the severity of this new enemy?" Waller asked emotionlessly.
"What exactly are we dealing with here?" Deadshot asked, looking at Waller with narrowed eyes.
Waller sighed and looked down at the chip. "I did a little bit of digging. This isn't a new tactic...but it's very new to Gotham."
"What does that mean? We got a new bad guy with their sights set on this city?" Flagg asked.
Waller looked at him and smirked.

Lucy was startled awake by the slam of a door. She was very dizzy as she sat up suddenly, burying her head in her hands and trying to adjust to the bright lights.
She heard a commotion and laughter. That unmistakable laughter.
As the voices got louder and louder, her door slammed open and she felt her heart drop when she realized who was standing there, looking down at her with a wild grin.
"Ahh, there she is." Joker grinned.
Without a word, Lucy watched as he stalked closer and sat next to her on the bed, never taking his eyes off of her. He grinned down at her and studied her face.
"You look just like your mother." He grinned.
Lucy held her breath. Joker's and Harley's relationship was notorious, and so was their break up. He hated Harley, and Lucy knew this. And apparently, Joker knew Lucy was Harley's daughter. She began to feel a little fear, knowing what this man was capable of. Growing up, he was viewed as the boogie man, but for some reason, she had never felt the same intimidation as others had. Deep inside she knew if he was capable of being in a relationship with someone, then chances were he had some aspect of emotion.
"Thank you?" She asked, making eye contact with him.
His face dropped when he gazed into her eyes.
"How is she?" He asked in a low voice.
"I don't know...I don't talk to her much." Lucy shrugged. She didn't dare say anymore.
He reached over to touch her hair, smiling slightly. He had made sure to close the door behind him so that he was out of the view of his men, and he was glad he'd decided to do so.
After a few seconds, he seemed to snap out of it. Letting go of her, he walked wordlessly out of the door.
"Boss?" Frost called, walking after him. "We got some intel coming from our guys up at the watch tower."
Joker stopped in his tracks.
"They've confirmed it's someone new. Someone outside of Gotham." Frost said, reading the tablet. "The voodoo dolls are a distraction. They're not targeting the children of Gotham's biggest...they've already set traps along petroleum pipelines and water mains.." Frost looked grimly up at Joker. "This is the biggest set-up in Gotham history. Someone's desperate to take control."
Joker swallowed at the lump in his throat. He looked over at the door through which he had just come from.
"We need to keep her safe, whatever it is." Joker said.
Frost nodded. "So...Waller said to come prepared. What's our next move?"
After a few moments, Joker's eyes narrowed at the man before him. "Round up all the boys. Grab everything from the docks, warehouses, even amusement mile. I'll call the rest."
