The trek to Mt. Moon in search of people dressed in black proved to be tedious for Misty yet she had to do it for many reasons.
Firstly was the increase in number of people dressed in black with 'R' insignia decorated on their T-shirts, in the streets of Cerulean. They roamed around as if they owned the city to themselves and her authority as a Gym Leader wasn't wavering them at all. Even if she were to arrive at a scene where they are spotted, abandoning her gym duties, they would be long gone, leaving no tracks behind.
This proved to be a hamper for her tasks as Gym Leader and thus after losing to Blue Oak, Professor Samuel Oak's grandson, she suspended her Gym Leader works, temporarily shutting down the Gym.
The reason for doing so was more serious.
One of her powerful Pokémon from the Gym was stolen right from under her nose when she was relaxing in the swimming pool. She is a normal human too, and humans got to relax. And relaxing cost her one of her Pokémon getting stolen.
She then managed to capture one of the scoundrels dressed in black, because she suspected that her stolen Pokémon had something to do with them. After much interrogating with the help of her other Pokémon, which even got to the stage of mild torture even if Misty wasn't a big fan of it, she finally got her answer.
That answer was what brought her to Mt. Moon for further investigation.
'Should I call Brock for help?' Misty pondered since the male knew the interior of the terrain much better than her. "No! This is my problem and I got to solve it myself."

"I commend you on besting my Geodude but I won't be too happy if I were you." Brock recalled his fallen Pokémon before fishing out another fresh pokéball from his pocket.
Red gulped on the sight of the other pokéball in Brock's hand. The sphere contained the last hurdle he and his Pokémon have to cross in order to get the Boulder Badge from Brock. And knowing Gym Leaders, they always save their best for the last.
"I need your assistance, Onix!"
What emerged from the pokéball made shivers run down Charmander's spine. Brock's trump card was a huge rock-snake Pokémon, composed of a giant chain of gray boulders that became smaller towards his tail. He had black eyes and a rounded snout. On the top of his head was a rocky spine.
"Onix, the Rock Snake Pokémon. As it grows, the stone portions of its body harden to become similar to black-colored diamonds."
'This is bad. The Onix looks formidable.' Leaf cast a glance at Red, wondering what action he is going to take against this strong of a foe.
"Charmander retreat for now." Red retracted Charmander back into his pokéball for the Fire Lizard to take a break. "Pikachu, standby!"
The all-familiar yellow electric mouse jumped out of his pokéball, his cheeks sparking with electricity and a ready expression on his face which soon changed when he laid eyes on his humongous opponent. Onix simply gave a stoic grin.
"I don't know what you are thinking sending out an Electric-type." Brock raised an eyebrow. "But seeing how you took down my Geodude, underestimating you may cost me the battle."
"Pikachu close in the distance with Quick Attack!" Red's focus was entirely on the battle.
"Onix use Screech!" Brock countered.
Pikachu took off at a blinding speed, his movements nearly becoming blur with a white trail of light following him. In retaliation to it, Onix crouched down, his jaw nearly touching the field before he opened his mouth to let out a powerful soundwave. Even his vocal cords were stronger as Pikachu was literally sent flying back from the single roar.
