here are the headcanons of this AU

《the amount of corruption a country has depends on how corrupt the citizens see their country as. And of course it varies but the UN has also add tags on certain countries, for corruption rates and whatnot. For third-world countries, some are innocent while the others are corrupt. And the corrupt countries are more manipulative than others and can be more controlling.》

《since the UN has also labelled certain countries stuff like ,international disaster response force' or ,under developed countries' it also specifies how corrupt a country is. The ,under developed' countries are more likely to be corrupt. While ,international disaster response force' countries are least likely to be corrupt. If your wondering what that means, it means that the UN has selected certain countries to respond in internal disasters in another country. That's how it works》

《how can you tell apart a corrupt country and a non-corrupt country? that's a simple answer. The UN has given arm bands that show whether a country is corrupt or not. A white or blue arm band on a country means they are not corrupt. While a red or black tag means they are corrupt. And eventually, the more corrupt a country gets, it will be visible when they cry. How? if a country is corrupt they are more likely to fake cry to get sympathy for themselves, so the more corrupt they get their tears become a darker color when they cry. And at times some countries iris goes black if they are getting more corrupted. While for other countries, it's a low chance but they're eyes become crosses, it only happens when a country is dying》

《non-corrupt countries stay the same and happen to be more sympathetic towards others. But they do know the dangers the corrupted one can cause and are more alert》

《now, if you were wondering, yes there are in-between countries. That means some countries are not that corrupt but aren't tagged as fully non-corrupt. This mostly happens with third-world democracies such as India. They sometimes have a good government while the next elections they end up with a worse government. Those countries have a purple or grey arm band. They do feel sympathetic towards certain countries but they act extremely corrupted towards others. They are the most likely to change to be non-corrupted or be corrupted》

now comes to classification of certain countries in these groups. Most third world democracies are in between. While most African nations are corrupt(according to the UN), even Central American countries are corrupt. South America is in between. North America is mostly non-corrupt, except for the US which is in between. Western Europe is non-corrupt and most of eastern Europe in either in between or corrupt. Most of Asia is corrupt While rest are in between. Oceania is non-corrupt except for Papa new genue which is in between.
