Most important thing, to figure out a CH's age first find out how old they would be in human years. Then divide that by 10 and you'll get their CH age.
Now there is a problem, there are multiple countries under the age of 20 in CH age. Then are they kids or teens ruling the country?
Short answer, no
Long answer
CH who become independent countries age prematurely(before turning 18 in CH age). Their actual CH age stays the same but they grow extremely fast physically within the course of a week of how they'd be like when they'd actually be 18 in CH years. Lots of countries have gone through premature aging.
