The day Hades found out about the dark prophecy of the Evil Queen, he warned the people in the isle that they should interact less with her.
When Zevan left the kingdom of Auradon, he was the first one to know that the Evil Queen is not after anyone else but him.
For he holds a strong power that can conquer anything but that power was given to someone with a pure heart.
The prince of hearts was oblivious of that power, he's just learning how to control it and finding out about the prophecy made him avoid both the people of Auradon and the isle.
It is one of the reasons why he came back, he was plotting how to confront the Evil Queen on his own but he didn't expect another third party would join him.
Kozmo was another problem for him though it doesn't concern him that the young boy can hurt anyone but knowing him for years, he can't even destroy kingdoms on his own.
He has a lot more to learn and intruding in Arendelle just because they accused of him for hurting their Princess made him angsty and took revenge.

Hades did warn Zevan that the Evil Queen holds a scepter with dark powers.
That power came from the isle, it was lurking around finding it's rightful owner. Anyone who could destroy everything and it happened to be the Evil Queen herself.
As the prophecy was made, it was after the prince of hearts because it wanted his overwhelming powers and it was using the Evil Queen as the owner.
"Stay alive for the isle, for Arendelle , for Auradon and the rest of the kingdoms, without you we'll turn into nothing but ashes"
The God of the Underworld told the prince of hearts that he's their only hope. Not even Hades powers would be any of help to them.
Not even his ember could help. They all know the fact the The Red Queen of Hearts is the second known superiority back in the isle.
So her descendant also have her powers can that could destroy or fix anything without any help given.
It's up to Zevan to help everyone else prevent the chaos that could happen and kill all of them.
