Author note : Hello this is a story about what if as the Japanese empire anger by the delay cause by the worker strick cancelled there order for the battlecruiser Kongou. And the German empire brought Kongou from Vickers_Shipbuilding to satisfy the battlecruiser and to move the balance of power to the German fleet.

Chapter 1
14 August 1913.
Barrow-in-Furness
Cumbria, Northern England.

"It's the English-born Japanese battlecruiser, Kongo."

So said the 31-month-old ship with what pride she could summon in her unfinished state.

For the last few years, there has been uncertainty for her. Mayor strikes have erupted across Europe. Workers want reform that protects their rights as human beings. The company has naturally opposed these movements, and to give in to these demands would reduce its profit and greatly diminish its reputation.

These strikes have affected Britain as now it suffers from many work stops, which has paralyzed many of its production conveniences, luxuries, critical goods, and services such as food, clothing, and weapons.

Weapons like the unfinished battlecruiser Kongou, ordered by the Imperial Japanese Navy in 1910 and laid down on July 17th, 1911.

Month earlier, the dockworkers of the shipyard stopped working in order to protest for better remuneration for their craft and for the improvement of safety standards in their job. But sadly it is the last straw for the Imperial Japanese navy.

"This delay is unacceptable," said the Japanese dignitary, who for the first time broke his customary face by showing that he is irritated by the delay again.

"I'm sorry sir, but the workers are on strike." exclaimed the poshly dressed Vicker representative.

The IJN representative replied, as if it were the simplest thing ever, "Then just make them work again."

"Your dockyard cannot complete this ship in 31 months while Kongo sister ship has been laid down 11 months after your Hiei was launched last year and her sister ship has been due to this year."

'So my sister will be serving Japan while I'm stuck in a dockyard. That is good to know,' whispers the unfinished battlecruiser.

"Sir, it's not our," said the Vicker representative before being cut off.

"So, as such, the Japanese navy has decided to cancel our order for Kongo" Continues the impeccable dress Japanese representative.

"Please reconsider this, sir, the warship is almost complete" panicky Vicker representative exclaimed.

"That is your problem, not our now." The Japanese start walking away from the unfinished representative while the Vicker representative starts to chase him down to try to salvage the situation.

Back on the bow of the unfinished battlecruiser, young women stare at the comically chasing scene that is happening with a shocked expression. "So they decided to cancel me' she said, with tears rolling down her face.

14 August 1913.
Barrow-in-Furness

In many timelines where the Japanese kept her or the Americans bought her, she would not have fought her sister or her cousin as a German. Nonetheless, a choice separates this timeline from the other as a compromise was made in the German naval high command to study Kongou and refit her as a German warship.

In the few weeks following the cancellation of the battlecruiser by the Japanese. Vicker have station guard along her unfinished hall to prevent disgruntled workers from sabotaging her.

The young women sit on her unfinished hall staring out to the sky thinking about what would have been possible if she wasn't canceled by the Japanese and what would have been like if she met her sister when a sound has been heard as a Vicker representative walk in with 3 formally dress dude.

"So this is Kongo?" asks one of the formally dressed men.

"Yes, this is the battlecruiser Kongo" nervously exclaims the Vicker representative.

A few days ago, he was informed that he was to take Admiral Hipper to inspect a possible buy for the high sea fleet.

An opportunistic buy from the Albion by the German to deny the Brit a battlecruiser a battleruiser arm better than every german one faster than every german one too but with less armor.

"Finished her," order Admiral Hipper as if he was unhappy with this in his mind he thinking 'it a Albion battlecruiser for god sake, with the damm Brit equipmentment too, but nothing a refit or a rebuild couldn't fix' as he thought that he start to calm down.

'What?' She thought 'the jerry are buying me?'

As 2 month passed as Vicker got a new buyer for the ship and the negotiation with the Dockworker finished with the dismay of the company but to the happiness of the ship sprit the strikes ended and work resumed on the battlecruiser but now the work was done as she roll off the dockyard.

As the temporary German crew board the the now finished battlecruiser they set sail for WillhelmsHaven to be right for duty and study for weakness to help the High sea fleet beet the grand fleet.
