I am using (') to tell if someone is thinking something or if someone is mentally communicating with someone else.
I am using (") if someone is talking.
I do not clarify who is talking, because it should be more or less obvious. If not, please ask in the comments. There are also exceptions but if I use (he/she says) then it is to clarify who is talking or because it is to give the moment more depth.
I'll also try to use a new line for each new person that is talking.
