Perk idea by someone in the agent design chapter.
I renamed it to just Delta from Delta Squad since you're just one character and the ability doesn't summon allies, but I'll reference the original name like in the Elites chapter.
Pros: more health, immune to grapple, increased stamina, increased melee dmg, reduced recoil, reduced spread for ranged weaponry heavy armor.
Cons: slower movement, slower stamina recovery, slower melee attack, morale is harsher.
Ability: unit-091 T.H.A
Combination of the executioner goggles and Arbiter shellshot, hold F to fire the shellshot-cannot Longshot, the goggles act similarly to executioners.
To unlock: master executioner and arbiter, and be teir 3.
To be blunt, this is unbalanced and I lacked proper details, can the goggles break? Do they show locations and give scrap on kills? The downsides are not strong enough to balance the upsides.
You get more hp and presumably natural dmg resistance are proficient with all weapon types and to top it off cannot be grappled, and the downsides are slower swinging and movement, not even the harsher morale can balance that.
I would either remove the melee buffs or ranged buffs, all the classes have specified downsides that really impact their performance when against situations that take advantage over them.
But Delta is good at everything, the ONLY situation that would affect him is if everyone dies, If Delta is going to keep all these upsides I propose a balance: Delta takes more ranged dmg cannot use scrappers and take more fall dmg.
THATS debilitating, it directly hits his strengths to balance them, presumably he gains scrap from kills so don't allow the use of scrappers, it's similar to executioner, he can only gain scrap from kills, but he also gets stronger with every kill, force him to hinder himself if he wants to utilize a key feature in survival.
Or how Berserker is really good with melee, and being in people's faces, make him awful with ranged weapons, without the ability to use range well he is unable to properly defend from range.
I would also remove the increased stamina since the heavy armor would wear him out faster, may even give him a reduced max stamina con.
I get he's ment to be a power house for those who grind for him but even locked perks like apostles have a devastating downside to combat their upsides.
