Wally West: "um guys you better see this" he said turning on the news which show both the president and Witness who is glaring at the cameras
President (TV): "Civilians of the United States America. I your president have given both Delaware and New Jersey for the thief of Ark technology from Robin and Superboy" he said this completely surprise the Justice League, Young Justice, and Teen Titans.

President (Tv): "However the witness is generous to give Justice League or their allies to try to defend Gotham and Metropolis but if they failed then they mist return the ark technology immediately otherwise they will suffer worst then death" he said then he pass out with blood coming out of his nose which surprised everyone.
Witness: "I apologize for the President passing out but that what happened to humans not used to my telepath. Anyway I know you are watching Justice League and be warn that if you back out I won't hesitate to destroy your two precious cities to oblivion" he said then vanish as the screen went static.

Apparently every civilians and police have evacuated the states as multiple Black Fleet appear above the states.
However the villains and many thugs are partying as they have the cities to themselves except for those that escape the wrath of Black Fleet.

Then out of nowhere Superboy, Damian, Batman and Superman got slammed in the faces by four females thus began the battle for both Gotham and Metropolis.
