The tension in the grand council room was palpable as Commander Lira stepped forward, her eyes gleaming with cold determination. The maps of pirate activity and the most wanted posters seemed almost to pulse under the weight of the discussion. The moment had come to unveil her bold idea.

- Commander Lira: "It's clear we're dealing with a new kind of pirate threat. Alexandria, Elara, and their crews aren't just outlaws—they're tactical, they're growing in influence, and they're slipping through our grasp. It's time we used their own methods against them."

The council members leaned in, intrigued but wary. Admiral Seraphine, presiding over the gathering, raised a brow.

- Admiral Seraphine: "And what exactly are you proposing, Commander?"

Lira smirked slightly, her posture poised but predatory.

- Commander Lira: "We recruit them. Not all, of course, but the most ambitious, the ones who crave power. We offer them a choice: join the Shadow Corsairs, our secret strike force, and eliminate other pirates in exchange for power, wealth, and immunity from their own bounties. They will remain pirates in the eyes of the world, but they'll answer to us."

The room fell silent, every official absorbing the weight of her proposal. The Shadow Corsairs—a covert force of pirates under the control of the council, taking down rival pirates while pretending to operate independently. A dangerous game, but one that could tip the balance of power in their favor.

General Magnus, a grizzled war veteran, grunted in disapproval.

- General Magnus: "Pirates working for us? That's a recipe for betrayal. How do we control them? They'll turn on us the moment they get what they want."

Commander Lira's smile widened. She had expected this, and she had prepared.

- Commander Lira: "Control them? That's easy. They'll never know they're being controlled."

She took a step forward, her eyes glowing faintly with a flicker of violet light, sending an involuntary shudder through some of the council members.

- Commander Lira: "You see, Admiral, I have the power to... influence. A subtle touch here, a whisper there, and their loyalty will be assured. They won't even know their minds are being bent to our will."

Commander Lira's power of Mind Control had been the subject of many whispered rumors. Her ability to plant thoughts, suggestions, and even manipulate memories made her one of the most feared commanders in the fleet, though few knew the full extent of her power. She had never needed to use it on her peers—but on pirates? It was the perfect tool to ensure their obedience.

- Admiral Seraphine: "Mind control... You mean to tell us that you'll personally ensure these pirates don't betray us?"

Lira nodded confidently.

- Commander Lira: "Precisely. We recruit those we need, break down the strong ones, and use them to take out the likes of Alexandria and Elara. The rest will fall in line. All we need are a few key infiltrators to gather intel and identify targets. Once they're in, I'll handle the rest."
