Along with Admiral Seraphine, Commander Lira, and General Magnus, the room held figures of even higher influence—those who rarely showed themselves in such meetings but whose power reached far beyond the walls of the navy.

At the far end of the table sat Rainer, a man whose influence stretched into the deepest layers of naval command. His presence was a reminder that this meeting was no ordinary strategy session. Beside him sat Admiral Korath, a towering man with a cold demeanor who had commanded fleets in the northern waters for decades. His voice was rarely heard, but when he spoke, it carried the weight of unchallenged authority. Admiral Valera, a tactical genius known for her strategic precision, leaned back in her chair, her sharp eyes never missing a detail.

The room was filled with the heavyweights of naval command, each representing the vast reach and might of the navy's dominance over the seas. This meeting was about more than just the pirates; it was about ensuring the complete and utter dominance of the navy.

As General Magnus growled about the threat posed by Alexandria and Elara, it was Rainer who finally spoke, his voice calm but laced with an undercurrent of authority.

- Rainer (coldly): "You all seem to be focused on Alexandria and Elara, but what about the bigger picture? We've allowed these smaller captains to thrive in chaos, but now it's time to deal with the heart of the problem."

The room quieted as Rainer continued, his gaze piercing.

- Rainer: "Skull Reef is just one piece of this puzzle. We've been fighting pirates for decades, and while we've weakened them, we haven't eradicated them. This meeting isn't just about two captains—it's about wiping out piracy as a whole. We need to seize this moment, strike when they are at their weakest, and destroy their infrastructure completely."

Admiral Seraphine nodded in agreement, though her expression remained calculating. She turned to Commander Lira, acknowledging the plan she had laid out.

- Admiral Seraphine: "Commander Lira's strategy with the Shadow Corsairs has worked well, but the time for subtlety is nearing its end. At Skull Reef, we have a chance to deal a devastating blow to the pirates. If we strike now, while they are scattered and divided, we can eliminate them in one move."

Lira stood once more, her sharp gaze moving around the room as she addressed the most powerful naval officers.

- Commander Lira: "Skull Reef is the key. Pirates from all corners are converging there, drawn by rumors of treasure, power, and revenge. If we take out the strongest captains at this meeting, including Alexandria and Elara, the rest of the pirate world will collapse."

Admiral Korath finally spoke, his voice a deep rumble that commanded silence.

- Admiral Korath: "You're playing a dangerous game, Lira. You think eliminating a few captains will end piracy? There will always be another to rise up. What makes you think this time will be different?"
