Fog blanketed Crown Capital when the bells began to toll. Each strike echoed like a heartbeat through the streets, slow and heavy the sound of mourning and warning. By the time the last bell fell silent, the Hall of Flags was filled to its corners with officers, royals, and civilians waiting for orders.
Admiral Seraphine stood before them beneath the painted dome of stars. Her uniform was scorched at the sleeve, her expression carved from iron. She began not with war but with the names of the dead.
"Before we take action," she said, "we honor those whose courage bought us time. Fifty fallen sailors, engineers, medics, commanders each a light lost to the tide. Their memorial will be held at dusk on the western quay."
The clerk stepped forward and unrolled the scroll. The parchment shook once, then steadied.
