Raizo Tachibana is the son of Yasaka Tachibana, and older brother of Kunou Tachibana. He's a Kitsune born with 10 tails as opposed to the usual 9, and is therefore considered an anomaly...
Raizo and Issei were waiting for the others to arrive for the start of the first round of the Youth Devils Rating Game Tournament. Rias and her household would be going against Sona Sitri.
Right now, Issei was getting some last minute training in with Raizo. The two were in a large courtyard behind the Gremory Mansion, sparring with one another.

They continued to trade blows, relatively equal in terms of technique. That is until Raizo catches some of Issei's punches, and makes him form a couple hand signs. He then kicks Issei a few times, before using him to backflip away, and launch a blue fireball at him.

Once the smoke from the fireball cleared, Issei was seen down on one knee, trying to catch his breath.
Issei: Man... You are strong...
Raizo: *chuckles* I think that's enough. Don't wanna be too beat up before the game.
Issei: Yeah... Just gimme a sec...
Raizo: Sure. Just don't take too long. Game starts in 2 hours.
Issei: Yeah... You know, I honestly can't wait.
Raizo: Is that right?
Issei: Yeah. Going against Sona's household is gonna be interesting. No offense to Rias, but when it comes to intelligence, and tactics, I can tell Sona has the advantage.
Raizo: I agree. But, those better be some badass tactics if she's going against you guys. In terms of strength, you guys have the advantage.
Issei: So it's gonna be a battle of brains vs. braune.
Raizo: Looks like it. How're you handling your new body?
Issei: I'm getting used to it. I'm able to hold back so I don't needlessly hurt anyone.
Raizo: And your cursed energy output?
Issei: Got it under control. I'm able to perform Divergent Fist again.
Raizo: That's good.
Rias then contacted Issei. Telling him to come to the main living room to meet up with everyone else.
