After getting Skulls in his hands, Manik and Jairam planned to go underground and stay low. They are still not that powerful to go against the biggest gang. And if they charge in against Cobras with no proper plan, they will lose. Fucking death is all what they will achieve.
And so they closed multiple deals, joining hands with small and street gangs, gathering men and power. They even bought few groups who work for Cobras and joined hands with them. Everything is calculated carefully. They are still on low hand and that's why they needed a solid plan, with perfect timing. Because all they have is one shot and they gotta win.
