Flowey's laugh is actually in Homestuck, and it's from 2013. Not surprising given that Toby Fox and Andrew Hussie are friends. Toby composed the songs used in Homestuck, and I don't know if anyone's noticed the laugh. (Specifically, it's in the last panel of the Trickster part) And I know Megalovania was in Homestuck before Undertale, but I didn't see anything about the laugh.
