Silver was kidnapped at the young age of 2. Surely, he wouldn't be entirely capable of doing everything on his own... right?
Hence, the Masked Man has to help him with certain things. Like changing his diaper, or feeding him. (Sometimes the other Masked Children do it, but it's usually the Masked Man who does it.)
(AU: While writing this, the image of Giovanni changing Silver's diapers and feeding him milk from a bottle also comes to mind.)
