Peter Nathaniel Ruve was a ghost, and the former boyfriend of Penny Halliwell Mitchell, who he initially began stalking her after coming into contact with her. In his mortal life, Peter was a criminal, namely a thief, and a driven mad killer in the last year of his life. During a police raid, Peter was killed by the police. However, his spirit still haunted his former apartment building- which also happened to be Wyatt Halliwell's new place of residence. 

When Lucille raised an army of ghosts, Peter sacrificed himself in order to save Penny and close the portal between the spirit world and the mortal world. Penny mourned him greatly, and in the episode "Halloween", the remnants of Peter's spirit told Penny to move on with Colin.

Active powers: Wisping- The ability to teleport through wisping lights. When spirits are summoned, they may also teleport through the use of white orbs. Certain spells though could keep him from teleporting inside a house or a places of business.

Sensing- The ability to determine the location and status of other beings by concentrating on them. Peter can sense other spirits, as well as several other magical and mortal beings. He was able to sense other ghosts and keep them away from his territory, and also sense in the later part of season one where Penny was.

Intangibility- The ability to be intangible and move through solid objects. Spirits are naturally intangible, but can become able to become tangible and touch objects when angered. Peter often used this ability to walk through walls and such.

Corporealization- The ability to assume a corporeal form. Some spirits are powerful enough to become corporeal. Summoned spirits can also become corporeal when stepping out of the circle they are summoned in. Peter showed that he could become corporeal at will, this came in handy when he wanted to become intimate with Penny.

Invisibility- The ability to be unseen by the naked eye. Spirits are naturally invisible to mortals, though magical beings can see them.

Floating- The ability to float in the air a few inches above the ground. Some spirits are seen floating, while others are grounded and can walk.

Possession-The ability to enter the body of another being and possess it. Peter did this multiple times and has shown a knack for it. He was even to posses demons, though this was significantly more difficult.

Telekinesis- The ability to move objects and people with their mind. Peter posses an advanced form of this in order to help him in combat, and also to use as a shield. Peter used this in order to knock items while haunting people. He later on used this ability in combat.

Electrokinesis- The ability to manipulate electricity and throw bolts of lightning. He used this ability to mess with lights when he haunted people. Peter later on used this ability to create a light show during a date he had with Penny.

Phasma Balls- The ability to throw balls of ectoplasmic energy, capable of vanquishing beings. Peter has shown to have lax skill with this ability, but with his quick nature he learned to use this skill in combat quickly. 

Spirit Writing- The ability to write messages from the afterlife through the use of orbs. Peter used this ability to write notes to Penny. His final contact with her was through a spirit board on Halloween, saying that he cared about her and that she had to move on.

Summoning- The ability to summon other beings to one's presence. Some spirits possess the ability to summon other Spirits to their side. Peter showed this ability when ghost attacks became more frequent.

Personality: Peter was a charmingly, slightly mentally unstable man with the unsettling ability to seem normal as the situation demands. He can be both playful and a bit obsessive at times, able to play along and tease with Penny, and later on the other members of the Halliwell family. He came across quite smug, and had the ability to get under people's skin. Penny asked why he did that, and he said it was easier to make people hate him.

While charming he can also be very threatening, and often used intimidation while he was both alive and a ghost. This combined with his confidence made him both a dangerous ally and enemy to everyone he knew. Peter had also used the threat of murder to manipulate people into doing what he wanted. He used this ability as a ghost in order to keep others from haunting his territory.

Peter had a twisted and sarcastic sense of humor and can go from teasing to vengeful in a split second. He also proved to be protective over Penny, and that he truly did care about her while they were together. Peter also showed that he could get jealous, especially when it involved Colin Schaffer, who he knew had feelings for Penny. Though he later on showed he was the bigger man after his true death when he gave his blessing for Colin to date Penny.
Biography: Legacy future- Peter was born to Robert and Betty Ruve in San Francisco on December 1st, 1955. His father was a car salesman, who despised his job, and a timid homemaker. His home life as a child and early teen was hard, as his father beat him and his mother regularly. He also had a slight mental illness, causing him to be in and out of the psych ward, though he later on realized that he saw and heard ghosts. 

In his late teen years, Peter lived out his car, travelling around the US, and later on he bought an apartment in San Francisco at the age of twenty-one. He lived there for two years prior to his death. At the age of sixteen he began stealing, breaking into peoples homes and stealing their valuables. In the last year of his life, Peter was driven mad by a ghost who began haunting him, driving to murder after he was set off. His last victims were his parents, who he was particularly vengeful towards after his years of abuse. And in 1978, police raided his house and went to arrest him, but due to his erratic behaviour was killed by the police.

After his death, Peter was unable to move on, whether it was on his own accord or not is unknown. He stayed in his apartment, haunting a varies tenants, honing his skills, and keeping ghosts out of what he saw has his territory. He played tricks on people at the apartment building, messed with the lights, screwed with the elevator, and even scared people into moving out. Peter also haunted varies places in his city, being tied their now forever due to his death.
