What they think it means:
They believe it is frank based off threats given earlier. Also, they think that "it didn't work the first time" is talking about Petekey and Patrank. Also, they think "you won't be together for long" is bc they broke up once and they could do it again.
Actual meaning:
it's Luke ofc.
He'd always pin Patrick's water shit and they threats on Karma (hence Karma is a bitch)
The "It didn't work the first time" is the first attempted murder on Patrick. He lived when the dropped him into water so Luke wants to proper kill him.
Also he wants to kill Pete so since they're together, he can "kill two birds with one stone"
