Cara was awarded on the next morning of work at the GCPD. She even made the paper as a 'Heroine' for her bravery during the battle with the mobsters and thier eventual defeat. She was all the precinct talked about that morning, the four men on her squad praised her for her fighting skills along with leadership.

She received a medal of Valour, she couldn't celebrate however as Jim was demoted to officer. Commissioner Loeb demanding he was not fit for dectective. Harvey had resigned that morning, he said he wasn't the kind of man the police department needed to progress. 

The next month passed relatively quickly. Penguin was the new 'King of Gotham' as he so modestly told everyone, Victor had been very busy having been hired straight away by the little man.

He was sent on jobs almost daily as Penguin gained control, alot of the underworld believing that the debts they had with Falcone or Maroni were signed off when they died or left in Falcones case. Cobblepot believed otherwise and demanded respect and payment or they would die. Seemingly alot chose death.

Loeb finally fired Jim, Cara was a little upset but after everything he had done for her, she was determined to get him back onto the force.

Victor stood by Penguin's side as Gordan walked into the room. He looked unnerved as he approached but put his hand out to shake Oswalds non the less.

"Jim! My old friend. How have you been?" Oswald asked in that nasally tone he bared.

"Fine. Looks like you are doing well." Jim commented looking around.

"Yes, it would seem that way. Now, why have you come? You'd like your job back no doubt?" Penguin stated while stepping back.

"Yes I would."

"So you'd like me to have Loeb taken down?" Oswald pushed further, Jim just frowned. "Now see, as an act of your allegiance with me, you would be doing a little favour for me."

"You want me to do a job for you?" Jim snarled at the idea.

"You owe me Jim. Just think of this as a show of good faith." Oswald grinned.

"I never arrested you, I saved you from Maroni's men." Jim snapped again.

"And I saved you and Falcone from Fish and her men. You owe me your life." Penguins high pitch tone showing his annoyance. "All you'd have to do is go and collect some money. Then you will have your job back."

"No. There has to be a better way. I will not do your dirty work." Jim turned his back and began to leave, only angering Penguin.

"You'll come back! Oh, you will do this job, you can count my life on it." Oswald shouted at the spot Jim once filled.

After a while Penguin recieved a call, Jim had given in and decided to get the job over and done with. If it meant getting his job back he was willing to bend the law a little.

He was sent to collect a debt from Sionis, a little 'want to be' mobster who was adamant he had no debt to pay with Penguin.

Jim did as required, returning with a bag of money, pleasing Penguin. Victor was impressed with the man at his admission that he had killed Sionis, even if it was only in 'self defense'.

"I will see too it that Loeb gives you your job back."

Jim apon hearing Oswalds words left. Victor watched as the little man formulated a plan in his head before grinning.

"Lets go." He gestured for Victor to follow as they made thier way to the car.

Once there Victor was told to take out Loebs 'guard'. He took immense pleasure in doing so, even going to the extreme of cutting off the mans head. After all with Penguin in charge, nothing at all was frowned upon.

"What are you doing here?" Loeb grumbled as entered the kitchen, Victor smirked noting the man wore a pathetic 'night gown.'

"Have you got any peanut butter?" Oswald asked with a smile while making a sandwhich.

"What? How did you get in?" The old man continued in a fit of confusion staring at the other man making himself food.

"Sorry boss, I let them in. Oh well." Victor mimed using the severed head for shock. He grinned like a cheshire cat as Loebs face dropped.

"Have you got any peanut butter? Smooth, preferably?" Penguin again asked.

"Yes.. in the cupboard." The old mans confusion only added to the pairs enjoyment.

"Now, I want you to do something for me but I know you are not going to like it." Oswald continued his proposition as he added the peanut butter.

"What?"

"I want Jim Gordan reinstated as detective and for you to retire." The man smiled as he took a bite of his sandwhich.

"No, you have nothing on me." Loeb argued.

"Fine then, have it the hard way. Kill him now Victor." Oswald gestured towards the man.

Victor grinned taking a step forward towards the night gown wearing man.

"Wait! Wait! I... I'll do it." Loeb huffed, fearing his life.

"Great! Well enjoy your night, I'll see you at the press conference tomorrow. Pleasure doing business." Oswald left the kitchen with a smile.

Victor looked into Loebs eyes before running his knife over the line of the severed head's neck. He grinned, making the silent threat at the man who stood terrified infront of him before tossing the head into the kitchen and leaving.

Penguin was actually rather fun in charge of this City, Victor however, knew that only the scary are feared and fear was the only way to control Gotham. Oswald Cobblepot, he just wasn't scary.
