Did small lady change the timeline?

In the Black Moon Arc, we are introduced to Small Lady, or "Chibi-Usa". She is Usagi and Mamoru's future daughter. She travels back in time to escape the Black Moon Clan and find Sailor Moon. I'm not going to retell the story here, but I want to take a look at her involvement in her parents' past.

In the Black Moon Arc, she expresses that her mother, Neo Queen Serenity, isn't very close to her. The Queen is always busy with overseeing the planet. After she travels back in time, she gets to know another side to her mother: Usagi/Sailor Moon. Usagi's junior high school personality is extremely different from the Queen's. Small Lady sees that she and Usagi aren't all that different, with the exception that she's a bit more mature than Usagi. (After all, Small Lady is 900, and Usagi is 14!)

The point being, Small Lady, now dubbed Chibi-Usa, has a completely different understanding of her mother, and Usagi (who once couldn't stand her) can't imagine life without her. They became more like sisters than anything. So once Small Lady returns to the Queen, she expresses that she wants to be more helpful to her. The Queen agrees and seems to want to make an effort to strengthen their relationship.

So, does the Queen remember her daughter going back to her past? Does Usagi grow up to be the Queen and have a different attitude towards her daughter? Or, does the future play out exactly as we see it? What are the consequences of this time travel?

Sailor Pluto warns against time travel. Probably for this very reason. Not only is it "taboo" but it creates a paradox.

I think this is one of those things we are just supposed to accept and not question. But, it's a legitimate question. What happens? Small Lady tells Usagi after their final departure at the Galaxy Cauldron that she will be waiting for her in the 30th century. But... How? She can never see "Usagi" again. Only the Queen.

It's also safe to say that now that they have this relationship, Usagi wouldn't grow up to be cold towards her. Something else to keep in mind, Small Lady will be born with no memory of "Usagi", so only Usagi will have the memory of their relationship.

So here are some possibilities:

Theory 1: Time flows naturally. Everything we see is destined to happen. The Black Moon clan will attack again. Small Lady will go back in time (again) to meet her mother in the past.

Is it possible the Queen allows this to happen (again) so that Small Lady could go back in time? After all, she is conveniently trapped inside the Silver Crystal. She could just be sitting back, knowing what will happen, and allows it.
Theory 2: Everything changes. The timeline is altered. And since the timeline is altered, everything we see of the 30th century (Black Moon, the mother/daughter relationship dynamic) is different.

However, this creates a paradox. If there is no Black Moon incident, there is no reason to go back in time. But if there is no reason to go back in time, who stops Black Moon? Hmmm...
Theory 3: Two timelines (maybe more) are created, like a multi-verse.

Small Lady travels back to see Usagi a few times after they defeat Black Moon. The relationship with Usagi continues to be vastly different from her relationship with the Queen. Yes, the Queen is her mother, but as she becomes closer to Usagi, the nature of their relationship grows. In the Stars arc, we see that her relationship with the Queen is STILL very distant. It seems like the Queen and Usagi really are different people. So as Small Lady travels back in time, she's changing the timeline more and more to the point where Usagi most likely no longer becomes the same Queen. Yes, she will be Queen, but her relationship may be different.
