In 1996, the government decided that everyone living in the United States of America was going to wear a pendant around their neck. Only one other person of a different gender, living in the same state as you, had the same pendant. That individual was your soulmate. Once you found your soulmate, you were to go to the town council to fill out conformation papers. You cannot switch your pendants, you cannot marry someone who is not your soul mate and you cannot refuse to be with your soul mate.
When a child becomes a teenager, they have a pendant picked for them by the government and all records are kept. The costs of moving were unaffordable so it was very rare for a family who is not involved with the government. Traveling expenses were only confirmed by someone of the government. If your soulmate passes away, the government will track you and your soul mate down to give you each another pendant, only, you have to find your soul mate. The government doesn't tell you who it is.
