The Secretary
It didn't take Loki very long to find the Secretary. One stop at Nick Fury's office and into his locked drawer. Another stop at a five star restaurant, where he ate enough food for three people (as a god, Loki was always hungry, and yet his magic took up so much energy that he was always thin and pale), and then didn't pay the two hundred dollar tab. Finally, as a little black and green fly, Loki hopped on board a SHIELD jet at a base location he had found in Fury's desk.
The SHIELD jet brought him to another base, where he found the Secretary's secretary, or right-hand guy, working on a mission for the Secretary. Loki appeared in the poor guy's office, disarmed the man's gun with a few Asgardian moves, and read his mind. Then, knowing the man would alert the Secretary, Loki slit his throat, took his clothes and key card, and burnt the body at the nearby beach (he could make himself invisible, and carried the body there). While the body was burning with a couple logs, some local kids came by with marshmallows and sticks, asking if he would let them use his fire.
"Go ahead, it would be my pleasure," he had said, but hadn't eaten the marshmallow they offered him.
Loki, illusioned as the Secretary's secretary, ordered a jet to be immediately prepared for him to fly to where the Secretary was located. When they asked him why, he glowered at them and said, "I found something. The Secretary needs to know, and I don't trust that we don't have anyone spying on us."
He received knowing nods and in less than half an hour, was flying to a top secret base, where the Secretary had his main HQs.
When he got there, he put his mirrored glasses on, and with his briefcase in hand, walked past guards and through locked doors, past cargo carriers and special weapons, past labs and white washed walls and floors, his shined shoes thudding on the ground, four of his guards flanking him.
Finally, he reached the Secretary's office. He knocked on the door.
"Enter," said a man's voice.
Loki opened the door and saw, sitting at a desk, the same man who had wanted to lock Loki away after interrogating him. He was of medium height with old man blond hair, a stress wrinkled face, suit and tie, and the look was completed with a superiority complex.
"Matthew," he welcomed Loki, "come in, come in, have a seat."
Loki walked into the room, barely managing to hide a grin of anticipation. He looked behind him at the guards. They glanced at Mr. Secretary, he nodded, and they left, shutting the sound proof door behind them.
Loki strode to the seat but didn't sit down. He didn't have that much time before Mr. Secretary figured out that he wasn't Agent Matthew. Spies knew each other well and didn't choose second in commands unless they had analyzed everything that person does. Loki looked exactly like Matthew and had read his mind, but he didn't know all the secret hidden questions Mr. Secretary might ask. But he also must get close to the Secretary before he called security.
"I didn't expect to see you so soon," Mr. Secretary said, leaning back in his chair. "You have important information for me that couldn't wait till our next meeting?"
"Yes, most urgent." Loki said. "And I didn't trust any other communication because I think..." he paused saying in a lower voice, "we might have a spy within our ranks that has access to our communications."
Mr. Secretary frowned. "Are you suspicious of anyone in particular?"
"Yes," Loki said, he was within reaching distance now. "Me."
Then before Mr. Secretary could even blink, Loki had his hand on the man's forehead and was reading his thoughts like a book, or a movie. He knew there were hidden cameras in the Secretary's office, so he had to make this quick. He searched for recent important events...
"What?" Loki gasped and stumbled backwards. He had seen where the Tesseract was, but he also had seen something else... something that made him scream at the Secretary.
"DO YOU KNOW HOW MUCH RISK THAT HAS???" he screamed at Mr. Secretary, who was on his feet with a gun in his hand, pointing it at Loki, who didn't seem to notice it.
"And what would you have done with it, Loki?" Mr. Secretary asked. He had heard Loki had finally made an appearance and then escaped, but he hadn't thought Loki would find him so quickly, or at all. He had been stupid to underestimate the god of mischief.
