HOW could they say no? With $100 000 on the line for only one year's participation, everyone is applying. They are only accepting a thousand subjects after all, and they've promised no medical experimentation. Just living in an Alaskan town.
OBVIOUSLY operations don't run as smoothly as the subjects might have imagined. With winter's deadly grasp rapidly encroaching, a few decide that they are done passively obeying. However, sacrificing everything to create change just might not be enough.
