Hokage's Counsel

The Next Day:
Location: Senju Estate Field

It was 12pm and this meeting starts at 6pm. I haven't even been able to properly think things through nor get any advice. I just need a solid way on how to defeat All For One for good. I tried talking to my mom and Jiraiya about it but I didn't get much. Simply arresting him just wouldn't be enough. I know I could just kill him but that may come with consequences.

There is one, no, two people I could think of that may have answers for me. The thing is that the both of them are dead. The good part about it is that I had sought out Orochimaru to help with summoning them.

Well I've only summoned them once so they might be curious on what has happened since then. I'm sure they would want to know that I am 4th Hokage.

I summoned my 4th Hokage cloak and the hat and I put them on. I then started weaving the necessary hand signs for the jutsu.

"Summoning: Reanimation Jutsu!"

I slammed my hand to the ground and out came two coffins. When the coffins fully emerged from the ground, two figures stepped out and started to gain consciousness.

"Hm, what's this? What's going on?"

"It seems it's the Reanimation Jutsu once again. And it seems it's your descendant's doing once again. It seems some developments have happened, he wears the traditional Hokage headpiece," Tobirama told his brother.

Once he mentioned the Hokage's headpiece, Hashirama's personality seemed to instantly light up.

"Ah you're right, Tobirama! It seems that things have happened since our last summoning. M/n, was it tell me what has happened with you! Did you win that Sports Festival? When did you become 4th Hokage? How is the world today? What are-"

Tobirama then interrupted him, "Be quiet elder brother. You're asking to many things at once and you haven't even let him explain why he's summoned us this time."

As his younger brother scolded him, Hashirama instantly became depressed.

"Now please, would you just answer a few of his questions and tell us why we've been summoning once again," Tobirama exclaimed.

So I then started answering Hashirama's questions. I told him what led up to Hiruzen choosing me as his successor and how I won the Sports Festival. I also told him of my increase in strength and my development of the jutsu Tobirama told me of which seemed to please him as I noticed a small smirk. As I was telling my story, Hashirama's mood then seemed to light up once more.

But then I started telling them about the League's attack on the camp. How they had sent many villains to attack and try to kill us. How I set up a quick counterattack and nearly risked my life performing my healing jutsu. And yet I had still failed in protecting someone.

I then told them of the villain All For One. I explained his quirk to them and told of all the horrible things that I knew of him. And that I need a way to defeat him.

"Hm, judging by what you've told us, I truly don't believe you need our advice on getting this Bakugou back. It seems that you've already proven yourself to be a very capable strategist, very much like Tobirama, so I know you'll come up with something. It sounds like this All For One person is the one that troubles you."

Tobirama then started speaking and reminiscing about the many jutsus he's created, "As you know I have created many jutsu throughout my lifetime. Shadow Clones, Flying Raijin, this Reanimation that you use right now. I have never created a jutsu without purpose. That being said  the jutsus I have made were always designed for specific scenario. I have always known a villain would emerge with a quirk they don't deserve to have, a quirk that I would consider too evil to exist. For that reason I had created a jutsu that follows the basic principles of the sealing jutsu. This jutsu is one that seals and destroys quirks, I consider this to be forbidden unless certain requirements are met. This All For One person meets these requirements. M/n, I shall teach you this jutsu! As Hokage, you must ensure that this villain never poses a threat again by sealing or destroying his quirk!"

For such a dangerous sounding jutsu, it was surprising easy to learn and understand. First thing that happened was that Tobirama summoned these ancient looking boxes. I was told that the first thing I would have to do is infuse the box with my chakra. He then explained that if the blood of All For One comes into contact with one of these boxes, the prerequisite for the jutsu would have been met. Since his blood contains his DNA I would then simply perform the sealing jutsu and just like that All For One would be rendered quirkless. Tobirama then said as long as a quirk is sealed within a box, the box is indestructible. However only I, the person who sealed the box can destroy it which would result in the destruction of the quirk itself.

Tobirama's recommendation was that I just destroy it immediately.

Of course I couldn't try the jutsu on someone but Tobirama guaranteed it would work if I follow his instructions.

And so I desummoned the two of them as they gave me wishes of good luck. I then waited until it was time to head to the meeting.
