Alight! Thank you for submitting. I see that this is a Hunger Games OC, I've never actually interacted with the series before so I will try my best here. This submission is quite vague, so I won't go into deeper details here.
1. Background story, it seems more like ideas here and there. I can't judge a lot with this information, but I can grantee that you might want to add on some information regarding relationship. Explaining the importance of the characters you listed in relationships sometimes sides as a fun fact, often they could assist personality.
2. What is the strange birth make? Maybe give a certain description here. Regarding appearance it is always suggested that you should go and pour your whole mind to make the character in your head alive. What's her casual clothing?
3. Personality and backstory doesn't tie together. It is suggested that you should elaborate more on the character's personality, even so using background story can actually a lot, since background can help explain how she comes out as cold. Her experiences you can say.
4. How is she good at lying? Was she good talker? Is it her looks? So her weakness could identify that she is quite oblivious towards manipulation, this could be something you can add in personality or even backstory, how does it affect her.
Besides that the stats are a tat bit high.
